66 Mustang fender question

Started working on fenders for my 66 Shelby only to find two studs on each side protruding thru the underside centered perfectly and directly above the wheel opening radius. Just studs approx.3/16" long with star washers still attached. Were they for extra bracing used at one time on 65 66 Mustangs ? I've never noticed them on any others and wondered if anyone else has run across them. Any info would be appreciated. Thaks, Gary
