I'm from Texas and I have to deal with this too with my '08 Shelby GT. Here's a site where you can buy one for the SGT only (not GT500) that doesn't involve drilling. http://www.ccmustangbrackets.com/ This site has been mentioned either in these forums or other Stang forums about this same problem. I have ordered one of these non-drilled brackets from this site but we'll see whether I will like it. I'll post here again if all goes well with it. I also talked to the sales rep at the dealership I bought from not too long ago and he said they could fit the California Special FLP bracket onto the '08 Shelby GTs but would require them to drill into the front bumper which is not what I want to do. But it is another option.
