Just a guess, but I sometimes bid just 1 or 2 cents above the price I want to spend, just to scare off bidders. For example, if I bid $2200.03 and they bid up to $2200.00, it can scare them off as they don't know how high my bid is. I would also suspect that perhaps E-Bay misread the $2200.03 bid as an even $2200.00 and the angry bidder let them know about their mistake. That's a guess, but that's one way it could happen.
