I belive they were originally done on a lathe the mill may not give the tooling marks you are looking to re-create I have re-cut the outer edge of vintage wheels before when I had access to a larger lathe than what I have. when done on a lathe the outer rims have come out perfect. for the 10 spoke wheels, it would not be hard to set a lathe to do what you want manually as long as the person is carefull and knows what they are doing.
