Clutch Adjust

Trying to take some clutch pedal travel out (feels like I have to lift my foot 6 inches off the floor before I get any movement). The old pulling up on the clutch pedal doesn't seem to have any effect. It has been several years since I adjusted the new clutch and if I remember correctly, I would tighten up on the large nut in the middle left of the attached image (also moving the nut on the backside of that arm) to get the clutch to start to disengage closer to the floor (please correct me if I'm wrong), but it doesn't appear I have much room for adjustment. I noted the other item in this pic (white arrow pointing to it) while I was under the car today and was wondering if this was normal for the 4sp cars or piece of prior owner engineering. Looks like I might be also losing some adjustment by that piece being welded like that.
