I think the seller can get his fees back if the transaction is not completed. There is a form that is filled out saying the transaction was never completed and why. I had an item that was mis-discribed and the seller used this method. Basically it would be the same for a non paying bidder, the seller does not have to pay for a transaction that is incomplete. I believe it works as long as the item is relisted. Lee 66 # 869
